Purpose
The program analized all the national policies relevant to waste management issues by synthesizing the available data and analyzing the complex interactions between waste generation and management on the one hand and their relevant impacts on natural resources and human activities on the other hand. The generated knowledge will be integrated into strategic and "more sustainable than today" waste management policies and plans.
 
Specific objectives:
  1. To establish a systematic view of the waste management issue in Palestine in order to determine the type of data required to implement the project activities and to identify the stakeholders who are either positively or negatively influenced by each waste management system.
  2. To develop a database that contains harmonized and comparable physical, economic and social data related to the issue of waste management, including a documentation of the existing legislations, policies and action plans related to waste management.
  3. To examine the environmental decision making process that led to the formulation of the existing policies relevant to waste management issues must be achieved in order to identify any pitfalls in the decision making process and eventually assist in understanding the driving forces behind the current unsustainable situation. Such information will later assist to identify options for change.
  4. To assess the target policies (e.g. Palestinian Environmental Law, the Palestinian Environmental Strategy (PES) and the National Environmental Action Plan (NEAP) in view of their impacts on different groups of the civil society known as stakeholders under two conditions: the first is the current situation while the second are the conditions when the proposed measures, projects and regulations that are presented in the national policies relevant to each management sector will take place on the ground.
  5. To establish realistic waste management options that considers the social, economic, technical and ecological chances and constraints.
  6. To analyze and evaluate the realistic waste management options, including alternatives for recycling, contribution of technical options for waste reuse, and the risks and benefits associated with the alternative options to the stakeholders.
  7. To provide the findings of the analysis at both the negative and positive levels to the Palestinian decision and policy makers, and to the legislators in order to modify or fill the gaps in the policies that are relevant to solid waste, wastewater and hazardous waste management issues.
 
The team transfers the findings to the identified stakeholders to build their capacities in terms of advocacy in order to make their voices heard among the decision makers and to persuade them with their needs especially when public consultations take place.

Stakeholders's participation was achieved through sample surveys in West Bank and Gaza strip. To ensure that the surveys will produce reliable results, a representative sample within the population was selected using the stratified random sampling method.
 
Semi-structired interviews were carried out with the individuals of the randomly selected samples in each district.
 
A questionnaire was formulated: it addressed several issues, including the problems associated with the existing waste management practices, the causes, the impacts on public health, the environment and social welfare.
