Human Rights Indicators System SIDERECHOS
To establish a system of qualitative and quantitative indicators that allow to evaluate, to analyze and to give pursuit to the fulfillment of human rights and the operation of the judicial sector by means of the generation of a statistical database that systematizes, articulates and coordinates public and private information to contribute to the generation of public policies.
Implementing actors/partners include th Ministry of Justice and Human Rights, Integrated System of social Indicators of Ecuador (SIISE), National Institute for Statistics and Census (INEC), National Planning Secretariat (SENPLADES), National Human Rights Institutions and CSOs.
During the first stage of the project the Ministry of Justice and Human Rights will hire a consulting firm to develop the methodology for building up the HR indicators. However, the firm is requested to take into account the HR indicators methodology already developed by OHCHR. It is also important mentioning that the system will need to be harmonized with the existing statistic social systems and to include human rights aspects such as discrimination, participation, etc that are aspects normally excluded by traditional measurement systems. The system is also meant as a tool that will allow the Government and other actors to follow up the implementation of human rights recommendations from the UPR, treaty bodies and special procedures.
The process of building up the system will be participative and validation workshops are expected throughout the process with CSOs, academic sector, NGOs, governmental institutions, etc. The first phase of the project will focus on the rights to life (including education, health and food), integrity, participation, freedom and security, right to a healthy environment and fair trial.
