From 2 to 6 July 2012, The Hague Academy organises a short course on ´Decentralisation and Local Governance´, designed for professionals at donor and development organisations dealing with issues such as public service delivery, public financial management, accountability and local governance.

The course zooms in on the roles and responsibilities of different government levels. Key question is how laws and policies can be implemented by the different layers of government in such a way that they improve the delivery of basic services and increase participation of citizens and government accountability. Attention will be paid to different country contexts, a.o. by applying the Political Economy Analysis.

 

Various instruments to support development partners will be discussed, as well as Paul Smoke´s evaluation of foreign aid to decentralisation and local governance.

 

Key expert in this course is dr. Jamie Boex, who has extensive experience in the field of (fiscal) decentralisation in many developing and transition countries around the world.
