The Office of the High Commissioner for Human Rights (OHCHR) is based in Geneva, Switzerland, with an office at United Nations Headquarters in New York. The United Nations vision is of a world in which the human rights of all are fully respected and enjoyed in conditions of global peace. The High Commissioner works to keep that vision in the forefront, through constant encouragement of the international community and its member States to uphold universally agreed human rights standards. The mandate of OHCHR encompasses mainstreaming human rights in the United Nations; making the UN human rights programme more effective within countries; supporting international human rights bodies; and providing access to human rights information and promoting human rights education. |

The OHCHR has developed a conceptual and methodological framework on the use of indicators to promote and monitor the implementation of human rights. Using this framework, OHCHR has identified and validated lists of illustrative indicators on selected civil, cultural, economic, political and social rights. It has conducted training workshops and consultations with human rights actors and in support of initiatives at country level. |
