Stated Purpose

The Public Affairs Centre pursues the realization of its vision to improve the quality of public governance in India by creating vibrant, informed and proactive citizen engagements with the State and its institutions. Its mission encompasses a multi-pronged approach synthesizing a range of strategies and interventions.  The pivotal points of PAC's mission, around which activities of the Centre are organized, are: public policy research and advocacy; participatory research on governance and social accountability, including monitoring and evaluation of public services; citizen action support; civic education of children and youth; and capacity enhancement of both the civil

Work in the area of governance assesments

The PAC developed the citizen report card in 1994. Citizen Report Cards (CRCs) are participatory surveys that solicit user feedback on the performance of public services.  They go beyond being a simple data collection exercise and serve as an instrument to exact public accountability through the extensive media coverage and civil society advocacy that accompanies the process.
