Request for Proposals: Second Joint Governance Assessment Review in Rwanda
The Rwanda Governance Advisory Council and UNDP in Rwanda are requesting proposals from international consultancy firms to conduct a second review of governance in Rwanda, based on the indicators in the Joint Governance Assessment (JGA) framework.
The key objective of the assignment is to assess progress against the targets and baseline results identified in the first JGA report. Three areas of governance will be looked at: Ruling Justly; Government Effectiveness and Investment Climate; and Corporate Governance.
In 2006, the Government of Rwanda and its Development Partners agreed to jointly undertake a governance assessment exercise within a shared mechanism. The Joint Governance Assessment reflected a desire on the part of both the Government of Rwanda and its Development Partners to improve the ways in which governance issues are assessed and discussed. There was also a common desire to elaborate on the status of governance using appropriate indicators and adhering to international standards of assessment, in order to set the stage for future monitoring aimed at improving governance.
The JGA was initiated as a direct response to the plethora of externally driven assessments of various aspects of governance in Rwanda. Its objectives are to:

Develop a common understanding of governance issues in Rwanda between development partners and the Government;

Reduce transaction costs by harmonizing different donor governance assessment initiatives; and

Provide an objective, evidence-based assessment that reflects Rwanda’s specific governance history, its current context and realities that provides indications for future programming and actions.
