Local Governance Barometer

Purpose
 The overall objective of the LGB is to address the demand for tools and strategies which help in analyzing local governance situations, and to develop the capacity of local actors to promote and sustain development. In particular, the Local Governance Barometer aims to arrive at quantitative measures for good governance indicators to enable a comparative analysis between different situations, an understanding of the evolution of factors of governance, and evaluate the impact of interventions; andensure the participation of principal actors during the design of governance models, as well as the collection, processing, and analysis of the information collected.
Types of data used

Input data can be qualitative and/or quantitative, from multiple data sources (review of available data and reports, interviews and surveys with sectoral experts, persons well-informed on local and regional governance issues, and citizens at large – relying on a stratified random sample). Data collection is outsourced to local organizations that have the required skills and capacity.

Methodology
The Local Governance Barometer is based on a “universal model” (or a “Local Governance Model”) represented by five key factors which contribute towards the quality of local governance, and which are applicable across countries. A set of indicators are provided for each of these five factors. 
 
Although this universal model remains valid in any given situation, for each specific application, this general framework is expected to be adapted and contextualised into a “specific/local model” taking into account local key factors and priorities. The development of the specific model is undertaken by local experts and local stakeholders during an initial workshop.

Pro-poor /gender sensitive aspects
The Local Governance Barometer recommends that, depending on the sector to be assessed, the questionnaire could include questions relating to the inequality between men and women. It could also include sub-criteria with a gender perspective under each theme. In addition, recommendations are made in respect to the inclusion of a gender balance in the sample to be interviewed. 
 
There is no explicit poverty focus.
