Media Development Indicators

Purpose

This framwork has been prepared in order to define indicators of media development in line with the priority areas of the International Programme for the Development of Communication: 1) promotion of freedom of expression and media pluralism, 2) development of community media, 3) human resource development (capacity building of media
professionals and institutional capacity building).

The paper is firmly located in the framework established by the five UNESCO declarations on Promoting Independent and Pluralistic Media (Windhoek Declaration and those of Almaty, Santiago, Sana’a and Sofia3, endorsed by the Organization’s General Conferences, which provide the overarching set of principles from which these outcomes and indicators are derived.

Actionability

The UNDP regional centre in Bangkok recently contributed to a training session on a national framework for applying the Media Development Indicators in Bhutan.  The workshop included a Concept Note for implementing the assessment initiative in Bhutan.  More information is available here.
